To publish your mobile app you will need Apple Developer (USD99/year) and Google Play Developer (USD25, one-time fee) accounts. We will help you set this up.

Yes, once you publish your app you can make changes and preview them anytime. Some changes, like the app icon, require publishing a new version to the Apple App Store and Google Play Store, which can be all done from your Dashboard.
